ARTICLE
1 - NAME
The name of this
organization shall be the Classroom Teachers' Council, an affiliate
of the Illinois Education Association and the National Education
Association.
ARTICLE
II - PURPOSES AND DURATION
Section 1: The purpose of this Council
shall be to:
a. advance
public education;
b.
advocate for
the welfare of teachers and students;
c.
to resolve conflict
through mutual respect, open communication, and shared decision
making.
Section 2: The duration of the Council
is perpetual.
ARTICLE
III - MEMBERSHIP
Section 1: Membership
shall be open to all certified teaching personnel and certified
school nurses, certified school social workers, and certified
school psychologists employed by Community Consolidated School
District #15, Palatine - Rolling Meadows, Illinois.
Section 2: This organization shall
not deny membership based upon race, color, national origin,
religion, gender, sexual orientation, age, disability, marital
status or economic status.
Section 3: All members of the Council
shall also be members of the IEA and NEA.
Section 4: Dues and conditions of
membership shall be set by the Executive Board with the approval
of the Representative Assembly.
Section 5: Membership is required
for the Executive Board, Building Representative and their Alternates,
Committee Chairpersons, Representative Assembly Delegates, and
any other position deemed necessary by the Executive Board.
Section 6: The membership year shall
be defined as being
a. new member - from the date
of hire until August 31 of 1following year;
b. continuing member - September 1 until August
31 of the following year.
Section 7: CTC shall forward any new
names for dues deduction to the Business Office at least two
weeks prior to the first payroll when the first deduction will
be made.
ARTICLE
IV - MEETINGS OF MEMBERSHIP
Section 1: The President of the Executive
Board shall convene one general meeting of the membership each
year.
Section 2: During the school year,
notice of special Association meetings, including the purpose,
date, time, and place shall be posted in each building not later
than twenty-four (24) hours prior to the meeting. If a special
Association meeting is required during a vacation period, Building
Representatives will initiate a phone chain in their buildings
and make every effort to see that every member is personally
notified.
ARTICLE
V - OFFICERS
Section 1: The officers of the Council
shall be President, Executive Director, 1st Vice-President, 2nd
Vice-President, Corresponding Secretary, Recording Secretary,
and Treasurer. Officers shall be elected for two-year terms.
They shall take office July 1, following their election. The
President, 1st Vice-President, and Recording Secretary shall
be elected in odd-numbered years. The Executive Director, 2nd
Vice-President, Treasurer, and Corresponding Secretary shall
be elected in even- numbered years.
Section 2: The Council shall indemnify
and hold harmless its officers to the limit of the law for any
losses or liability suffered by them in acting in good faith
or in relying in good faith upon the books and records of the
Council.
Section 3: In the event a vacancy
occurs in the office of President, the Executive Director shall
automatically become President for the remainder of the unexpired
term. In the event a vacancy occurs in the other offices of the
Executive Board, the offices shall be filled according to Article
IX, Section 6 of the Bylaws.
ARTICLE
VI - BUILDING REPRESENTATIVES ASSEMBLY
Section 1: The Building Representatives
Assembly shall consist of the Executive Board and elected Representatives
from each Building in the District.
Section 2: Each building shall be represented
by at least one elected Representative. The voting at the Building
Representatives Assembly shall be proportional based on one vote
per 12 members of a building. Alternates may be provided for
by a Building vote.
Section 3: The Assembly shall be the
policy-making body of the Council.
Section 4: A Quorum of the Assembly
shall be 2/3 of the Buildings with Representatives.
ARTICLE
VII - VOTING
Section 1: Unless otherwise provided
herein, the adoption of all resolutions in the Assembly, Executive
Board, and membership meetings shall be by majority vote of those
voting.
Section 2: Absentee voting by written
ballot shall not be permitted with respect to the
election or removal of officers or Building Representatives,
the adoption and amendment of this Constitution and the Bylaws,
and the dissolution of this organization.
Section 3: Members shall vote in their
home-based buildings. Itinerant members may vote in the building
they are working in on election day. The Elections or Nominations
Committee shall verify that the itinerant member only voted once.
ARTICLE
VIII - AMENDMENT OF CONSTITUTION OR BYLAWS
Section 1: Amendments to the Constitution
or Bylaws shall be by 3/4 vote of the Building
Representatives Assembly present, or upon successful motion,
by vote of 2/3 of the membership voting.
Section 2: Any five members may propose
an amendment by submitting it in writing to the Recording Secretary
at least thirty (30) days prior to voting.
ARTICLE
IX - BYLAWS
Bylaws and Resolutions
not inconsistent with this Constitution may be adopted by the
Assembly.
